I am writing in connection with the report in the

Toronto Star today (20 October) that Toronto Hydro is to seek permission from the

Ontario Energy Board to bill its residential customers in order to defray the costs

of maintenance undertaken last winter in connection with stray-voltage problems in

the street-wiring network.



I consider this request as bordering on outrageous

and urge you to reject it. It is not incumbent on residential consumers to pay for

maintenance and repairs which Toronto Hydro should have undertaken in the course

of its normal operations, and the notion of making these charges retroactive and

ongoing is completely unwarranted.



I feel that the precedent this would set in

case of further unanticipated maintenance problems is very troublesome. It is bad

enough that I am billed every month to pay down the debt accumulated by previous

operators when I wasn't even a customer, not being resident in the city at that time,

but the idea of having to contribute to Toronto Hydro's future repair bills on a

regular basis is not one that I care to contemplate.
