Comments on Proposed Distribution Rate Increase

To Ontario Energy Board,



Our organization (Marguerita Residence Corp) is a non-profit provider of seniors housing in Brockville, Ontario. We provide Rent Geared to Income housing to approximately 95 tenants in two apartment buildings with 124 total units.



I have attached a spreadsheet showing the impact of the 2009 increases which we have already been charged by Hydro One in our current operating year ending December 31, 2009. We anticipate that our 2009 operating costs for electricity will rise approximately 12% more than our costs for 2008 with similar consumption. HydroOne has increased both the consumption rate (7.5% year over year) and the delivery rate (33.0% year over year) during a very economically challenging year in which we had only budgeted an increase close to the inflation rate.



To now propose additional increases for 2010 and 2011 which will add an additional 10% each year is outrageously excessive and should cause the government to question the competence of the mangers of HydroOne. It is mind boggling that the OEB would even consider such an ridiculous request. (40% in 3 years) Government run organizations must recognize their privileged place in our society. The managers and employees of these organizations receive premium pay and benefits compared to the private sector they serve, yet often operate without regard for their customers ability to pay.
