REGARDING FILE # EB - 2009 - 0096



I wish to register my total opposition to the outrageous rate increases proposed by Hydro One in 2010 and 2011 (22.8% over two years). I have lived in four provinces in Canada in the last 15 years. In my experience, Ontario has some of the highest hydro rates in the country. I do not think Hydro One should be allowed to charge even a modest increase without the requirement that a study be conducted by a neutral, independent group from a province that has managed it's power supply efficiently (for comparative purposes). When this organization has not been able to address it's problems over the last decade and a half (other than to raise rates), one has to think that the problem is obviously organizational and systemic. As a small example, in North Western Ontario we have crews that are sent to our area from outside of our region to do work that our local people should be able to do, thereby adding to overall costs. Perhaps a positive outcome of the recession will be that that Ontario will finally have to get a grip on some of these essential services and find a way to manage them "without breaking the bank" so to speak. "Have not" provinces seem to have done a much better job of living within their means. The bottom line is that I think Hydro One has problems that MORE MONEY WILL NOT FIX. In other words, needing more money is the symptom. What is the problem? (with an organization who's only management solution is to request huge rate hikes in a time of recession).
