Please be advised that Lakefront Utilities Inc. has allocated a maximum
of $5,000 for the Winter Warmth Program in 2009-2010 for existing
low-income consumers in our territory.

This notification is in accordance with the Board's letter dated
September 28, 2009 re: "Status of Initiatives Relating to Low-Income
Energy Consumers and Further Direction to Electricity and Natural Gas
Distributors", requesting Distributors notify the Board by October 20,
2009, if they plan on offering a 2009-2010 winter season program.
