Dear Ms. Kirsten Walli:
If I understand the filing correctly, Horizon Utilities Corporation has filed with the O.E.B. to collect monies that they say they have lost/will loose due to one of their Large Use customers using less than expected electricity from May 1 2008 to April 30 201. And they further believe that they should charge me $0.80 MORE per month because of this.
What is wrong with a system that would even entertain the notion that the average customer should pay more per month to the hydro company because one large customer uses less?
Maybe this large customer has a really great conservation programme in place
What would happen if a large number of regular customers started to conserve electricity (as has been touted)? Would those that didn't be forced to pay the differance (I say forced because we do not have a choice of suppliers)?
I further notice that each month my hydro bill stll includes a charge to pay down the old hydros' debt (how long will that continue)?
I have also heard that when we are forced to purchase a "smart" hydro meter, the $/kilowatt hr charged during the "off" times will be going up because the "off time" hours will become the new "on or peak" hours.
In closing, to allow Horizon utilities to penalize the average customer to maintain their regular cash flow is, if not morally wrong, obsene.
