This concerns the raise in rates that Horizon

is asking for. I am on a fixed income and struggling to pay the rates as they are.

Any increase will be devastating to me family. They want you to lower your usage

but then charge you when you do!! As it is I am cooking during evening hours to be

able to lower me rates. I have to feed my family and pay the rent. As the things

go up my income does not. At this rate we will be on the streets.
