I have just spoke with Donna Kinapin to see if there are requirements I need to meet to have my concerns addressed and I was told that the email will be fine as my written submission. I was told that I should inform you that I have no problem with you using this information going forward to the company or being posted. My address is RR#1 Lombardy KOG 1LO.

There is not more than one applicant Notice of Application & Notice of Written Hearing seems to imply there is more than one. This is the same company I have been trying to get information about from OEB,OPG OPA Ministry of Environment regarding who is supposed to be regulating this company because they have this Arnprior site already built with no License,no Envireonmental requirements met ect. It's as if they have acting as their own regulatory body. I only just came across this today FRiday the 23rd of October & it has to be responded to by Monday the 26th. I have asked many times for procedures ect. but information was not very forth coming. I will be calling to see how I can follow up regarding the written hearingpartof this and meet the time frame.

I have sent enquiries and information regarding this company to OEB licensing department about the fact this company is applying for licensing under the Standard offer Program. They continue to understate the size of the site in Arnprior for licensing purposes as the site is 24.3MW as stated in the information they handed out at their open house. It has been stated by the Company and Minister Smitherman’s article in the Ottawa Citizen October 16th 2009 that the site is one of the largest in the world and yet it continues to move forward under a program that was designed for smaller projects. They applied past the date of the new legislation September the 24th 2009 and they continue to ignore the legislation under the Ministry of Energy (size of site) & Environment as a large ground-mounted solar facility that is now supposed to come under at the very least the Renewable Energy Approval (REA). As a taxpayer it is not my responsibility to follow up on this company but I it is my responsponsibility to ask the questions. I have copies of other Solar companies who met their requirements for Licensing (oeb) and environmental requirements (noise) and these requirements where met under the time frames that were required for the Standard offer Program they were Licensed under. What makes this company different? Who's responsibility is it to follow up on this company regarding these questions before they are Licensed? This email is to ensure that at a later date there is no question that I did try to address these concerns to the right department as I will not drop the issue until the company complies with regulations.

I can be reached at 613 284-0327

Regards,

Cecelia Baker
