Subject: St. Thomas Energy Inc. - 2010 IRM2 Distribution Rate Application - Board Staff Interrogatories - Board File No. EB-2009-0208

I have reviewed the six questions provided by OEB Staff and I am proceeding to provide responses.



I have some questions/comments that require clarification regarding these questions :



Question # 1 – This question refers to the 2010 IRM3 Application which I am assuming should have been stated as the 2010 IRM2 Application as St. Thomas Energy Inc. has not rebased its rates yet and plans to file an application in 2010 for 2011 rate consideration.



Question # 4 – I have downloaded the “amended Deferral Variance Account Work form V4”. Preamble: St. Thomas’s 2010 Rate Application was sent to the OEB in late October 2009. Since then I have not updated the Deferral Variance Account Work form V3 with changes due to the Regulatory Audit & Accounting Bulletin 200901 dated October 15, 2009. Accordingly I have not sent a revised application to the OEB. It is obvious to me that changes are going to need to be made in terms of the 1588 Account and the 1588 Sub Account “Global Adjustment”. Question: In terms of me not having to create unnecessary work what is my best alternative in terms of resubmitting a revised workform V4 at this time? Further what will the process be for resubmitting a revised application to the OEB ?



Question # 5 – I would like to make a request the smart meter calculation model..
