in support of Hydro One'sApplication to the Ontario Energy
Board
In conjunction with Hydro One’s
application to the Ontario Energy Board (OEB) for leave to construct a
transmission reinforcement project between Bruce and Milton (OEB file No.
EB-2007-0050) the IESO has received an interrogatory request to release to
intervenors in this proceeding the power flow model used by the IESO. The model
contains details of the transmission system characteristics and connectivity,
station load and generation, and related equipment characteristics and physical
operations, including market participant information. The information
contained in the model may permit the identification of confidential information
relating to a market participant’s physical equipment and
operations.
The IESO is advising all market
participants of its intent to comply with this interrogatory request and,
subject to certain requested terms and conditions, disclose the model. The
IESO will request the OEB to designate the model as confidential, that the model
not be placed on the public record, that access to the model only be granted to
those intervenors who sign a Declaration and Undertaking restricting the use of
the information contained in the model, and that at the conclusion of the
proceeding any copies of the model provided be destroyed or returned to the OEB
Secretary for destruction.
The OEB will determine whether the
model is confidential and the applicable terms and conditions, if any, governing
its release.
Affected persons that wish to make
submissions to the OEB regarding the interrogatory request should forward
comments to the Board Secretary at the OEB at boardsec@oeb.gov.on.ca with a copy to
Carl Burrell at carl.burrell@ieso.ca as soon as possible. The OEB
has established tight timelines for responding to interrogatory requests in this
proceeding and as such the IESO will be writing to the OEB later today to
request that the release of the model be subject to the above noted terms and
conditions. Upon receipt of the OEB’s determination the IESO will respond
to the interrogatory request.
