Glen MacDonald  I received your letter dated April 17th on Friday April 27th.  I have a problem understanding all the urgency - surely the increased need should have been planned for long ago.  I am not certain whether the attachments were simply copies  or whether they needed my comments now. 

It is not clear what "Early Access Activities" means - how large are the testing related vehicles and equipment?  Do you notify the land owner how much damage is to be expected? 

 This Early Access is to begin in the spring of 2007 -  Early spring has passed

Who decided that 175 ft - to 200 ft  would be needed?

Attachment B does not indicate when you will be contacting Land owners regarding Early Access agreements

In the Access agreement who pays whom the large sum of $2?  The agreement states "now paid by each party to the other"

HONI conducts Tests "in its sole discretion" some one must oversee these tests to make certain they are required.

The whole document emphasises ""expropriation"  does this mean that most affected land owners will not agree to your offers?

  I wish to be informed in writing of  the progress ond decisions made regarding this project

Do I have to notify the "Board" as well  Surely not with 9 copies.
