It is my understanding that the Ontario Energy Board is about to or has approved licences EB-2010-0166, & EB-2010-0167 for the EDF EN Canada company. This is the same company that I made enquiries about regarding the licences for the Arnprior Project. I find it hard to understand how they can receive a new licence under the Standard Offer Program when they said they had to be REA exempt and yet the following email from the ministry of environment says they must go through a REA if they build a similar project some where else. The south Elmsley Project then would fall into that category. I'm being encouraged by others who have read these emails to submit them as a letter to the editor to try and get clarification. Yes, the project did go through environmental approvals. Once a project meets all of these requirements, they issue a Certificate of Approval (CofA) to the Ministry of the Environment (MOE) stating they have met all the requirements. By this time, they’ve been working closely with MOE and have been sending them documents showing how they’ve met these requirements long before they issue their CofA. So by the time the developer does issue his CofA to MOE, the ministry is usually satisfied that everything has been met.



The Arnprior Solar project went through under the old process as they already had a contract with the Ontario Power Authority before the new REA came into law. However, if they decide to create another similar project somewhere (ground-mounted solar panels and greater than 10kw), they will have to go through the REA.

Thankyou for getting back to me concerning the Anprior Solar Project .My question is given the size of the site 24.3 do they have to have a Renewable Energy Approval (REA) under the Ministry of Environment because, they are a large ground-mounted Solar PV facility. I'm not sure what a certificate of approval referrs to as they probably have to have approvals as well.
