To whom it may concern,

This is a letter of intervention requesting intervenor status for Earthroots for the Detour Lake Power Project EB-2010-0243.

We received the notice by mail on August 31, so we are within the 10 days given to respond.

Earthroots represents our 12,000 members from across Ontario in efforts to protect wilderness and watersheds.

We are concerned about the potential impacts of the proposed transmission line on the North French River watershed, one of the most intact watersheds in that part of the province. We are also concerned about the impacts of this linear disturbance on woodland caribou habitat, a threatened species protected under the Endangered Species Act. We will outline these concerns, and others, in more detail at a later date.

We do not intend to seek costs from the proponent. We ask that no costs be sought or awarded against us, as we are a non-profit organization operating in the public interest. We ask that you give us advance notice of any costs that we may incur through our participation in this process.

We retain our ability to drop out of the process, or to downgrade our status to intervenor, or commentor, once we assess the content of the advance notice of future costs which is given. If we cannot retain our option to withdraw before incurring costs, then we reluctantly proceed as a commentor (not intervenor), while noting our objection with the accessibility of this process to non-profit public interest groups and others with limited financial resources.
