Subject: Essex Power Rate Adjustment
Dear Sir.
I have read the announcement of the Essex Power rate decrease in its application in the Windsor Star on November 23, 2007.
What certainly caught my attention was the application to reduce the "Delivery Charge" on our hydro bills by 1.3%.
Being the retired G.M. of the previous LaSalle Hydro Electric System before it amalgamated, to form the Essex Power Corporation, I have some questions regarding the reduction application.
First of all, I am not filing a complaint, but would prefer you explain to me the reason for this decrease over the normal applications for rate increases?
Secondly, was the rate of return too high to apply for a rate increase in 2008, or was the rate of return too high in previous years which made them return, in fact some money to the consumer?
Did the O.E.B. advise the Essex Power Corporation that this was the case, and in turn they supplied new information to the O.E.B. to conform to the regulations pertaining to what they can charge the consumers?
I have been advised by other parties that they may have been charging too much on the "Delivery Charge" portion of the bills, and a correction was needed to put this rate of return in order.
Would you kindly respond to this correspondence in a clear, and simple method if you dont mind in this situation.
