Thanks for the calculation. I knew I was missing something (transformer allowance) and I accept the change related to the customer numbers. I have no other comments on the DRO as I believe everything is fine.

Hi Randy



I have attached a couple of tables to your spreadsheet to explain the difference.



Our Application, as filed, calculated the fixed distribution revenue based on the average customer counts for the year. The average customers for 2010 for the General Service >1000 to 4999 used in our Application was 11.5 customers because we adjusted our original Application for a change in the number of customers part way through the year.



In our Settlement Agreement we agreed to change the customer count to 13 based on our actual customer count as at October 2010. The change in average customer count for this rate class used in the calculation of the distribution revenue was 12.25 [(11.5+13)/2]. This means the change in average customer count for calculating the distribution revenue for 2010 is 0.75 customers times the fixed distribution revenue times 12 months.



Also, with the change in kW demand the Transformer Allowance also changes. This is shown in the Spreadsheet as well.



The $25,000 difference that you have is made up of the change in average customers for revenue calculation of $8,337 and the change in transformer allowance of $16,438.

I am having difficulty matching the increase in revenues at current rates shown in the revenue requirement work form with the numbers that came out of the settlement agreement.



In particular, the new revenue requirement work form shows an increase (in the Revenue Sufficiency/Deficiency spreadsheet) in distribution revenue from $11,918,130 as filed to $12,103,910 per the settlement agreement, or an increase of $185,780.



However, when I try to arrive at this figure based on the 2010 rates and the changes in the load forecast (billing determinants) shown in Appendix D to the settlement agreement, I get an increase closer to $210,000. I have attached the spreadsheet that shows this calculation.



Can you help me reconcile these two figures, which differ by about $25,000?
