The purpose of this letter is to seek the Board’s leave to allow the Manitoulin Nature Club to intervene after the deadline set out in Notice for the above noted proceeding.

We are prepared to accept the record as it stands. Although we would be happy to respond to any concerns that the Applicant might raise, we do not believe that any unfairness arises from our late intervention.



Our group has a wide range of interests. A major focus of study for the club is bird habitat, bird populations, bird sightings and bird migrations. Monthly, we bring in specialists to speak on a variety of topics such as endangered species, bogs, ferns, mushrooms, Manitoulin fauna and flora. Frequently, a field study follows the presentation. In addition, we assist with stream and river restoration and tree planting. We willingly assist universities and various government ministries to conduct studies. Because of our group’s interests and history, we have a concern about the proposed development described in the above application.



At this time of year, communication with our members is normally less active and certainly more cumbersome than at other times of the year. Overwintering Manitoulin Nature Club members are something like overwintering bird species--the migratory ones are off the island and those that stay tend to conserve energy during the tougher weather.

We would ask to have an opportunity, before any final decisions are made by the Board on the application before it, to make a more complete submission on our organization’s history, membership, record of work, and reasons for our concerns.



We have communicated with MCSEA and identified a commonality of interests; hence, to the extent possible, we will coordinate our intervention with that of MCSEA and other parties of similar interest.



Two copies are being sent to the Board’s Secretary by mail. All other service of this letter is by email as indicated herein.



We are not seeking eligibility for costs. To the extent possible, we intend to work with MCSEA’s consultant, Mr. Adams.
