Subject: EB-2011-0140-East-West Tie Line: Phase 1 Decision and Order: Objection to Declaration and Undertakings



Dear Ms Walli and Ms Habashy;



Stantec Consulting Ltd (Stantec) objects to the release of the unredacted version, of Stantec’s Proposal to Hydro One Networks Inc, to complete certain Environmental Assessment tasks for the East West Tie Line, even if the Transmitters and other Intervenors sign the Boards Declaration and Undertaking regarding confidentiality.



Stantec’s unredacted Proposal includes commercially sensitive, confidential information about our billing rates and cost estimate that will affect our competitiveness with other consultants, retained by other Transmitters and/or their legal counsel.



Stantec does not object to the release to Transmitters (and thus their legal counsel and consultants) of a Total Cost Estimate that includes Stantec, SENES and Dillon individual estimates.



Stantec’s opinion is that a Total Cost Estimate for environmental approvals, is sufficient for all Transmitters’ to determine an appropriate amount to include in their internal cost estimating for the East West Tie Line.
