Please find below a list of clarification questions provided by Board Staff (Lenore Dougan) and Erie Thames Powerlines responses regarding its 2007 IRM Rate Application file # EB-2007-0524.
1. On your 2006 tariff schedule of rates and charges, the Regulated Price Plan - Administrative Charge for General Service 50 to 999 kW, General Service 1,000 to 2,999 kW, General Service 3,000 to 4,999 kW, Large Use, Unmetered Scattered Load, Sentinel Lighting and Street Lighting classes are shown as "if applicable". On Sheet 3 of your 2007 IRM Model, the descriptions for the Regulated Price Plan - Administrative Charge exclude the terminology "if applicable" for those rates. Please clarify whether this was a simple transcription error. If not, please provide a full and complete explanation regarding the exclusion.

2. On your 2006 tariff schedule of rates and charges, the service charge for Sentinel Lighting and Street Lighting are shown as being on a per connection basis. On Sheet 3 of your 2007 IRM Model, the description for these rates excludes the terminology "on a per connection basis". Please clarify whether this was a simple transcription error. If not, please provide a full and complete explanation regarding the exclusion.

3. On your 2006 tariff schedule of rates and charges, the Large Use and Unmetered Scattered Load classes have a set of retail transmission rates relating to interval metered customers. On Sheet 3 of your 2007 IRM Model, the descriptions for the retail transmission rates exclude the terminology "interval metered" for those rates. Please clarify whether this was a simple transcription error. If not, please provide a full and complete explanation regarding the exclusion.

4. On your 2006 tariff schedule of rates and charges, the service classification for General Service 50 to 999 kW's sub-classification is shown as General Service 50 to 999 kW. On Sheet 3 of your 2007 IRM Model, the sub-classification is shown as General Service 50 to 1,000 kW. Please clarify whether this was a simple transcription error. If not, please provide a full and complete explanation regarding the exclusion.

5. On your 2006 tariff schedule of rates and charges, the service classification for General Service 1,000 to 2,999 kW's sub-classification is shown as General Service 1,000 to 2,999 kW. If not, please provide a full and complete explanation regarding the exclusion.

6. On your 2006 tariff schedule of rates and charges, the specific service charge "Transformer Allowance for Ownership - per kW of billing demand/month" is shown as a dollar amount ($). On sheet 3 of your 2007 IRM model, the charge is shown as $/kW. Please clarify whether this was a simple error in selecting the rating dimension from the drop-down list on sheet 3 of the model. If not, please provide a full and complete explanation for changing the basis of the charges.

7. On your 2006 tariff schedule of rates and charges, the specific service charge "Primary Metering Allowance for transformer losses - applied to measured demand and energy" is shown as a percentage (%). On sheet 3 of your 2007 IRM model, the charge is shown as $/kW. Please clarify whether this was a simple error in selecting the rating dimension from the drop-down list on sheet 3 of the model. If not, please provide a full and complete explanation for changing the basis of the charges.
