In response to the e-mail of May 02, 2008, FOCA does not wish to participate
in this proceeding.
We have no identifiable members in Oshawa PUC's service territory.
We will leave it to others such as CCA and/or VECC to support the interests
of small volume consumers in Oshawa, should either or both wish to
participate.

I have read the Board Decision on Oshawa PUC's rate application and feel it
duly balances the uncertainty surrounding the current Cost Allocation model
and class impacts.
That is, I feel the Board Decision is directionally correct and should not
be changed.
