If you would like to provide comments about the Project, information about K2 Wind has been posted on the Environmental Registry of the Environmental Bill of Rights, 1993 (EBR) http://www.ebr.gov.on.ca. A 45-day public comment period commenced on February 15, 2013 and extends to April 1, 2013. This comment period allows community members to have an additional opportunity to provide feedback regarding the proposed Project directly to the Director of the Ministry of the Environment (MOE). The posting is located under Environmental Registry number 011-8307. Comments about the Project can be provided on the above mentioned website and can also be submitted to:

What a poor letter.  Your letter is a cut and paste job that I've seen from K2/ Capital Power previously.

You did not even attempt to answer my questions.Â

I asked "Do turbines affect weather radar?"Â I did not ask if Environment Canada objected.

Please respond to the following questions and please attempt to honestly answer without the response:

"we will work with responsible authorities to address these emerging concerns."

When should I expect a response?

Dear K2 - How do turbines and vibration affect earthworm density and the resulting soil structure and thus crop productivity?

Dear K2 - Do turbines affect television antenna reception? How will K2 remedy poor television reception if turbine placement negatively affects reception?

Dear K2 - Tundra Swans flew over my property last week. Will K2 turn off turbines during swan migration season? How will that impact energy productivity estimates?

Dear K2 - When do bats migrate in the K2 project area? Will K2 turn off turbines during bat migration?

Dear K2 - How will K2 remedy an increase in insect and pest infestation due to a reduction in bat populations as it relates to crop damage?

Dear K2 - How do turbines affect local micro-climate?

Dear K2 - Does slowing down wind energy and local precipitation result in micro-climate change?

Dear K2 - How will the turbines affect daytime and night time temperature variation as it relates to the growing season for crops and resulting productivity?

Dear K2 - Who will be responsible for covering medical and prescription cost for individuals who suffer from Wind Turbine Syndrome as a result of your proposed 138 turbine project? Will it be K2 or the taxpayer?

Dear K2 - If noise created by the project results in people having to close their windows during the summer to sleep, who will be responsible for providing air conditioning and the increase in hydro costs?

Dear K2 - If turbines negatively affect weather radar, who will pay the price to relocate and/ or remedy the issue? The taxpayer or the wind industry?

Dear K2 - If Health Studies conclude setbacks of greater than 550 meters, will the turbine or will the receptor/ home be removed? Who will pay the costs?

Dear K2 - If K2 is so confident that residential property value will not decrease when proximity to an IWT is less than 1000 meters, then why won't K2 provide a "property value" guarantee?

Dear K2 - Who will pay the price of reduced municipal tax revenues if property is devalued as a result of your 138 turbine project?

What will K2 do if Health Studies determine set backs should be greater than 550 meters? Will the Turbines be removed like in Massachusetts?

Dear K2,

Do wind turbine interfere with weather radar?

Dear K2,

If K2 is so confident that wind turbines do not effect property value, why doesn't K2 offer the home owners within a 1000 meters of turbines a "property value guarantee" as some other turbine companies do?

Note: I am repeatedly told by K2 representatives that home values in Huron County rise every year.

Is it true that you are building a house away from the turbines?

Is it because of the noise and health effects?

Can you tell me how many meters you are building your new home from existing and proposed turbines?

How many turbines are between 550 meters and 1000 meters? How many between 1000 meters and 2000 meters? How many between 2000meters and 5000 meters?

How are the turbines situated in relation to your new home? Are they to the north, south, east or west?

In response to your inquires below, we will provide answers to questions that are specific to the K2 Wind Power Project (‘the Project’). Below are answers to the questions you posed in regards to the Project.

You asked how K2 Wind will respond if health studies determine greater setback distances. The scenario you are presenting is hypothetical, but we can confirm that we are committed to meeting the applicable regulations for our operations. If the regulations for wind farms were to change in the future based on new information, and the new requirements were applied to existing projects, we would comply with all applicable regulations, as required.  As we have previously noted to you, the Project Team will continue to look to the provincial regulator to define the requirements for developing and operating wind farms in the province. At all times, we will continue to remain actively engaged to understand these regulations.

As we have indicated, K2 Wind acknowledges that Health Canada’s new study has the potential to further contribute to the scientific literature and global knowledge base. However, the majority of scientific evidence to date clearly demonstrates that wind turbines do not have an impact on human health. Health Canada, in its recent update on its study protocol, said the following:

“There is currently insufficient scientific evidence to conclude whether there is a relationship between exposure to wind turbine noise and harm to human health. However, the most rigorous studies available to date do not show a link between exposure to wind turbine noise and harm to human health. Health Canada continues to review emerging scientific evidence. Should new evidence become available that supports a direct link between wind turbine noise and adverse health effects, the Department will review the research and, if necessary, work with the responsible authorities to address these emerging concerns.”

In response to your question about weather radars, K2 Wind undertook a consultation program to identify and contact registered operators of radar systems, including federal and provincial bodies and local providers. Specifically regarding weather radars, we have been consulting with Environment Canada since 2010 and have provided them with details of our Project, including turbine location details. Environment Canada has conducted an assessment of the Project and have indicated that they do not object to the Project going forward.

In response to your question about offering landowners a property value guarantee, we will not offer a property value guarantee because property values can be influenced by any number of factors unrelated to the Project, and it can be difficult or impossible to demonstrate with certainty the contribution of specific elements to a transaction price. There are recent studies available which indicate that neither the view of the wind turbines nor the distance of the home to the wind project have any consistent, measurable or statistically significant effect on home sale prices. K2 Wind does not believe there will be property value impacts as a result of the Project.
