Unfortunately, due to time I will jump to our conclusion, hoping with your knowledge you can understand.

The City of Ottawa is actively studying the feasibility of converting its street lighting plant to LED technology. We currently have about 55 000 street lights

fed from the Hydro Ottawa distribution network. Almost all street light installations are currently unmetered. We consider the requirements stated under

“4.3 Data Quality & Auditing Requirements, and Records Retention” to be cost prohibitive in all possible cases. As LED technology keeps evolving and pricing

becomes more competitive, we don’t believe that it would be in our best interest to standardize to a select few products at the time, additionally, with the large

number of wattages possible, the resulting total sample size, sum of all required samples under 4.3, would be enormous and measurement would be costly.

-Â Â Â Â Â Â Â Â Â Is there one industry standard that can reasonably be accepted as a measure of consumption over the life of the LED fixture?

-Â Â Â Â Â Â Â Â Â Should an independent group in Canada be created to measure samples of high quality LED fixtures and share the data with all municipalities?

Group could be funded from the manufacturers willing to do business in Canada?
