As per the EDA's Regulatory Council requirement to verify the correctness of the data used in the OEB's benchmark analysis, please find attached reconciliation spreadsheets for Enersource Hydro Mississauga's OMA, Capital and CIAC. Reconciliation notes have also been included on each spreadsheet and a summary of the adjustments are as follows:

Immaterial Adjustments


In the OM&A reconciliation the High Voltage OM&A was incorrectly mapped to USOA 5014/5 in 2009

In the Capital reconciliation the 2011 as filed column variance is a result of PEG's data not including account 1906 (land rights)

Material Adjustment


In the Capital & CIAC reconciliation the RRR submission for account 1995 reported net CIAC for 2009 & 2010 and for 2011 CIAC was recorded in the related asset account, this reflects a material adjustment

Please advise whether any further information is required with respect to this material adjustment.

Performance Benchmarking of LDCs as Part of RRFE – Data Reconciliation Issues

The EDA’s Regulatory Council has requested all LDC members to verify the correctness of the data used in the OEB’s benchmarking analysis prepared by its consultant Pacific Economics Group (PEG). Â

To assist LDCs in verifying the data, the Regulatory Council has prepared a Reconciliation Spreadsheet (see below) that has been reviewed by PEG. This spreadsheet reconciles data related to Capital, OM&A expenses and high voltage charges.Â

 The Reconciliation Spreadsheet has two tabs, OM&A and Capital.  LDCs are requested to input data from their RRR Filings and from PEG's May 24, 2013 spreadsheets.  The Reconciliation Spreadsheet includes data comparisons for only a three-year period (2009 to 2011), consistent with the timeframe PEG has recommended for benchmarking purposes. The Reconciliation Spreadsheet is a “minimum review” of the data, and LDCs may find it beneficial to review additional data for accuracy.

The relevant PEG files to be used for comparison purposes are: i) HYPERLINK "http://www.ontarioenergyboard.ca/OEB/_Documents/EB-2010-0379/PEG_Working_Papers_PartI.zip"Non-Capital RRR Data (taken from Working Papers Part 1) and ii) HYPERLINK "http://www.ontarioenergyboard.ca/OEB/_Documents/EB-2010-0379/PEG%20Working%20Papers%20PartII%20%28version%202%29.zip"TFP and BM Database Calculations 2 (taken from Working Papers Part 2). These spreadsheets contain data used by PEG in developing its benchmarking analysis. (The links provided will open zip files, within which you will find the spreadsheets; expect a slight delay due to file size.)

Any differences found between the individual LDC data and the data used by PEG needs to be investigated and all material differences should be brought to the attention of the OEB staff by emailing the issue and the appropriate section of the completed Reconciliation Spreadsheet to HYPERLINK "mailto:RRF@ontarioenergyboard.ca"RRF@ontarioenergyboard.ca by Friday, June 28.

Since every LDC’s data inaccuracy can potentially impact the results for all other LDCs, the EDA requests all LDCs to complete the reconciliation review and also notify the EDA when it is completed.  The confirmation e-mail can be sent to EDA’s HYPERLINK "mailto:dpasumarty@eda-on.ca"Dev Pasumarty. Anyone having difficulty accessing the Reconciliation Spreadsheet can also contact Dev to have it sent to them directly.
