Subject: Performance Benchmarking Data review

Hello, I have reviewed and completed the reconciliation spreadsheet provided by the EDA, and am able to reconcile the data. However, I do have the following comments in regard to some of the other data in the PEG working papers:

1.       Bluewater Power received approval for disposition of smart meter costs in November 2012. Until this point, the smart meter costs were booked to the deferral accounts and therefore not recorded in the annual trial balance data. BWP provided the supplemental smart meter data to the OEB as requested on March 1, 2013.  The smart meter data is detailed in tab ‘Q Capital Data’ of the ‘TFP and BM database calculations 2.xlsx’ file, but has been coded as ‘0’ in tab ‘Capital Calculations for BM’ and tab ‘Capital Calculations for TFP’, therefore it appears that the data has not been included in the overall capital cost analysis.

2.      BWP is an embedded distributor, and receives LV service from Hydro One. The file ‘LV charges from Hydro One – revised’ includes the charges levied on BWP, however these charges do not appear in the ‘OM&A Calculation’ tab in the ‘TFP and BM database calculations 2’ file for 2008 to 2011, shown below.

3.      The ‘Q Output’ tab for 2005 includes incorrect street lighting and sentinel # of customers - it appears the database is capturing the ‘kWh’ for these categories instead of the # customers (connections in this case)

4.      The ‘Q Business Conditions’ tab contains incorrect summer and winter peak kW data for 2005. This was an error on BWP’s end. PEG has noted that in their summary of adjustments, and have estimated using previous and subsequent years. We accept this adjustment. Â

5.       There appears to be an inconsistency in the # of customers and deliveries in the ‘Mapping of PEG’s Calculations with Elec Dist Data’ file.Â

a.      The 2010 and 2011 data includes # customers and deliveries related to ‘metered customers’ only, whereas 2009 includes USL # of customers, and includes USL, streetlight and sentinel deliveries which is inconsistent with 2010 and 2011.
