There is just one more thing that I forgot to ask you regarding Class A customers.

Can you take a moment to answer the following? Let me know if you have any issues.

Chapter 3 of the Filing Requirements notes that “distributors must establish separate rate riders to recover the balances in the RSVAs from Market Participants (“MPs”) who must not be allocated the RSVA account balances related to charges for which the MPs settle directly with the IESO (e.g. wholesale energy, wholesale market services).”

Â

Chapter 3 of the Filing Requirements also note that “distributors who serve Class A customers per O.Reg 429/04 (i.e. customers greater than 5 MW) must propose an appropriate allocation for the recovery of the global adjustment variance balance based on their settlement process with the IESO.

Â

a)   Please confirm whether or not Milton Hydro serves any consumers that are Wholesale Market Participants (“WMPs”).

                     i.       If yes:

                                         i.   Have these consumers been WMPs throughout the entire time over which variances accumulated in the RSVA accounts proposed for disposition?

                                        ii.   Please confirm that RSVA account balances have not been allocated to WMP customers as they settle these charges directly with the IESO.

b)Â Â Â Please confirm whether or not Milton Hydro serves any class A consumers that settle energy charges directly with Milton Hydro. If yes, please explain how balances in account 1589 (Global Adjustment) have been allocated to these consumers.

Yes I agree with the changes as outlined in your email below and confirmed as follows:

1.      “Rate Rider for Recovery of Ice Storm Cost – effective until April 30, 2016” should be entered on Sheet 4 of the model. This should then carry forward to Sheet 27 Final Tariff Schedule automatically;

2.      The Rate Rider description for tax sharing should have and effective until April 30, 2016;

3.      The approved inflation factor should be changed to 1.6% on Sheet 24 Rev2Cost_ GDPIPI.

Thank you for discussing Milton’s application yesterday.

As discussed, the following 2 adjustments will be made to your rate generator model.

1.    Rate rider for storm damages (approved after application was submitted) should be entered on sheet 4.

2.   Rate Rider description for tax sharing should have an effective date of April 30, 2016 and not April 29, 2016.

I will also update the inflation factor to read 1.6%.

Once you have confirmed these changes, I’ll adjust the model and send back for your review.
