Re: Disposition of GA Balances Interrogatory #4:

The following is a synopsis of the issues surrounding GA and ETPL’s class A customer.

Board staff questioned ETPL in interrogatory #4 about its Large Use customer and the applicability of collecting GA DVAD balances from them since they are a Class A global adjustment customer.

As per the instructions ETPL originally filed the billed kWh for Non-RPP customers as filed in its last COS rate application as approved.

ETPL correctly utilized the consumption for its large use customer as non RPP consumption since they were not a Class A GA customer at the time. Subsequent to the approval of ETPL’s 2012 COS application the customer has become a Class A load customer and should no longer be responsible for the repayment of ETPL’s GA DVAD amount. While including their value is correct in terms of the completion of the model as per the guidelines, the fact that for the disposition of the 2012 year-end balance was during a time that the customer was enrolled as class A would suggest that they are not responsible for the repayment of this amount and should be excluded from the calculation as proposed by Board staff.
