Subject: EB-2016-0004 Community Expansion Generic Proceeding - OGA Procedural Estimates

The OGA intends to lead one panel of three witnesses – Dr. Stanley Reitsma, David Hatherton, and Martin Luymes. They will not be offered as experts, but rather as knowledgeable in their industry providing factual evidence. Their direct evidence will be 15-20 minutes.Â

Mr. Luymes is Chair of the Canadian Energy Efficiency Alliance, and is chairing their annual meeting in Ottawa on Monday, May 9th. He is also in Washington May 3rd to 6th. OGA would therefore appreciate the Board’s co-operation in scheduling the OGA evidence for May 10th or May 11th .

OGA proposes to cross-examine nine of the parties’ witness panels, for a total of 3.5 hours in aggregate. For scheduling purposes we provide individual estimates below.Â

We note that, as OGA will likely be well down the order for most cross-examinations, it is difficult to predict what we will have to ask individual witness panels. In some cases we will identify more questions listening to others. In many other cases our questions will be answered before our turn arises.  It would be of assistance if the Board would allow us flexibility to increase some times, and decrease others, as long as we stay within the overall total.

Enbridge             -             40 minutes (for Enbridge witnesses)

Union                  -             55 minutes (40 minutes for Union witnesses, and 15 minutes for LEI)
