In 2016 as part of its 2016 IRM Submission (EB-2015-0112), Westario Power Inc. (WPI) included in Account 1595 (2013) an amount of $616,071 ($337,312 + $278,759) for recovery.  This amount had been included in error as it was still being collected under prior rate submissions. Upon approval, WPI commenced collection of said amounts as per OEB Rate and Decision issued March 17, 2016. In effect, WPI over collected $523,826 which is now being requested to be returned to its’ customers.

This is a follow up to our phone conversation on March 2, 2017 regarding the interrogatories sent to you on February 16, and follow-up question sent on February 28. There is no need to answer the follow-up question on February 28.

1.     As we have discussed, the Rate Generator Model, Tab 3 “Continuity Schedule” should be revised to reflect the following:

a)     Include the “Projected interest from January 1, 2017 to April 30, 2017 on the December 31, 2015 balance adjusted for disposition during 2016” - (Column BR);

b)Â Â Â Â Â Include the two missing amounts in Account 1595 which were approved in 2016 IRM (EB-2015-0112) for Disposition and Recovery/Refund of Regulatory Balances (2013) - (Cells BM34 & BN34); and

c)     Remove the two amounts under “Disposition and Recovery/Refund of Recovery Balances (2015) – (Cells BM36 and BN36).

2.     Once corrected, please confirm that the balance becomes a credit of $521,982. If the $521,982 should be disposed, please update the Rate Generator Model and recalculate. Please indicate whether or not the pre-set disposition threshold of $0.001 per kWh is exceeded as a result of the data changes. If yes, please provide the data input on Tab 4 – Billing Det. For Def-Var (1595 Recovery Share Proportion (2013).

3.     Is Westario Power still collecting DVA 2016 rate riders to recover account 1595 (2013) balance?Â

4.     If the answer to Q3 is yes, please state how Westario Power intends to return the credit balance in account 1595 (2013) to its customers.

5.     Account 1580 Sub-account CBR Class B

a)     Please confirm whether or not Westario Power had a balance in sub-account CBR Class B in 2015. If so, please update the continuity schedule and make sure the CBR Class B amount is excluded from the control account balance and reported separately.

b)Â Â Â Â Â If your answer to a) is yes, please indicate whether or not Westario Power proposes to dispose the balance in sub-account CBR Class B.
