Hi Daria: As per our telephone conversation this morning I am sending this e-mail to confirm that the information you have provided matches our applications.



At this time I would like to request that an official notice be provided to us outlining the OEB’s decision to not reference the Total Bill impact. Perhaps this can be provided in the Letter of Direction that will accompany the Notice of Application we will be sent. We also would expect that this change by the Board will impact the method of comparison that will be made when the Non-Delivery Charges are changed. Unlike the most recent notice of April 11/08 that compared to total bill impact.



I would just add that we respectfully suggest the Board reconsider this decision because electricity customers want to know what the total bill impact is not just components of it. This is just the same as municipal taxes which of course include a component of County, school and municipal impact. When the municipality discusses changes the speak to both all of the component impacts on their own but also to the total tax bill impact.



In making this request we are really trying to keep things from becoming more confusing or controversial for the electricity customers.

Re: Application Board File Number - EB-2008-0226



This correspondence relates to the information to be used in the Notice of Application (“Notice”) for your 2009 cost of service rate application.



The Board is seeking to improve the transparency and usefulness of the Notice to be issued for COLLUS Power Corp’s cost of service rate application. In particular, there are four specific pieces of information that the Board will require COLLUS Power Corp to include in the Notice. These are:



The most recent Board approved revenue requirement from a cost of service application. In most cases, this will be from the Board’s decision for 2006 rates.
The revenue requirement requested in 2009 using the same cost elements as those used to derive the revenue requirement in the Board’s 2006 decision.
The percentage change and the actual dollar per month change in the delivery line charges, including fixed charges, variable charges, rate riders and retail transmission rates.



For points 1 and 2 above, Board staff has extracted certain cost elements from the information provided in COLLUS Power Corp’s application to calculate a revenue requirement that is directly comparable to COLLUS Power Corp’s 2006 Board-approved revenue requirement. For point 3 above, please find attached Board staff’s calculations for the percentage change and actual dollar per month change for each of (a) the residential customer class at a consumption level of 1000 kWh and (b) the general service <50 kW class at a consumption level of 2000 kWh.



We request that you please review and confirm in writing both the figure for the 2009 revenue requirement and the attached calculations on customer impact no later than September 9, 2008 so that these figures to be used in the Notice.
